Open exemption of loot in Himachal mandis: APMC Act has not been implemented for a decade and a half, gardeners took to the streets under compulsion

The gardeners of Himachal are forced to take to the streets. The major reason for this is that the government, APMC and Marketing Board are failing in protecting the interests of farmers. To protect farmers from loot, the government has enacted the Himachal Pradesh Agricultural and Horticulture Produce Marketing (Development and Regulation) Act 2005, but many provisions of this Act have not been implemented even after more than a decade and a half. Due to this, the gardeners in the mandis are suffering from exploitation and middlemen are coding silver. The same demand has also been raised before the Chief Minister of the state. Provision of payment in one day in sub -section 19 of Dhara 39 Is. According to the Act, if a commission agent does not pay in a day, then in that case the APMC commission can seize the agent crop and get it auctioned. There is a provision to pay the money received in that auction to the farmer. The truth is that many gardeners are not getting payment of two to three years ago. Surprisingly, the undertakings of the state government HPMC and Himfed have also not been paying the payment of the gardeners for many years. Open dialect in Folk 28 (2) In Section 28 (2) of the Open Boli, every product of farmers in Section 28 (2) of the compulsory law in the open dialect There is a provision to be sold, but in many mandis of the state, apples are still being made under the selectors and handkerchiefs. Except for some exceptions, the government and its undertakings on most commission agents have failed to take action. According to Section 28 (2) of the law, every product of farmers should be sold by measuring and selling it. , But this provision of law is also not being implemented under pressure from commission agents. Apple is sold all over the world including all the mandis of the country, but the apples are not sold anywhere except Kullu Mandi in Himachal. The wages being doubled from the rates are being recovered from the rates of Rs 5 to 8 maximum wages in the APMC Act. It is certain, but more wages are being deducted in 90 percent mandis of the state. In many mandis, even 15 to 18 rupees wages are being deducted. Due to this, a large part of the hard earned earnings of the gardeners is cut in the name of Labor or different types of charges. According to the loot in the name of the katauti, the maximum rate at which the bid is missed cannot be cut, but it cannot be cut, but In the name of cuts in some mandis, the gardeners are being mocked. Somewhere 20, somewhere 50 or 100 rupees are being cut, that is, after leaving the apple bid in 1600, the gardeners are sometimes given 1500, sometimes 1550 or 1580 rupees. The marketing board and APMC have also failed to stop this illegal cuts. Sohan Thakur, president of the Bagwanseb Producers Association, who came on the streets in Mahajburi, said that the apple has been made a source of earnings by all. Apple rates are deliberately dropped in the mandis. Thick robbery is being done in the name of loading-unloading charge. Payments are not paid on time. Surprisingly, the government undertaking APMC is also making illegal recovery from the gardeners on Shoghi Barrier. That's why gardeners have come out on the streets under compulsion.
